Trying to understand..

Is this OS data really what OS is used worldwide on PC's and Servers? Or is it OS data on systems that have access the internet?

It appears to be the OS of the client machine that accessed the internet.

This report is wrong when it says "Puma". The report means to say "Tiger". You can see that the report says Puma 10.4.11 (which it is known that 10.4.x is Tiger)

It looks like the breakdown for windows stopped working around July leaving a 100% stack on Other Windows operating systems.
