That is an excellent question and thank you for being critical of our data. I looked into this, and from what I can tell, there was never much of a 9.x release. This more than likely accounts for the discrepancy you noted. Here are some references supporting this:
It appears there was a limited Mac only 9.0.432 release according to Adobe, but there is not enough data to report on that limited release.

How come no installs of Shockwave 9 are found?
I would have thought that the install base for 9 would have been greater than for 8, and less than for 10.
If the check for Shockwave 8 isn't working, it might be throwing the overall install base figures off ( 33-ish% seems a little low )
